Many of Balboa's parents and community members, including local college students, volunteer as tutors. Balboa Elementary receives help from tutors and student teachers from the University of California, San Diego (UCSD), University of San Diego (USD), Mesa College, and Madison High School. Students receive additional help each week from Everyone a Reader and Reading is Fundamental tutors.

Developed by the San Diego County Office of Education, this program assists children experiencing difficulty in learning to read. Volunteers receive three hours of training in Reading Recovery strategies and are asked to volunteer one day a week for one hour. Each tutor is matched with four students reading below grade level. Each of the four students receives a 15-minute one-on-one tutoring session with the volunteer. This non-profit organization recruits and places volunteers to be weekly readers for disadvantaged children throughout San Diego County. Quarterly "book giveaways" provide each child in the program with a free, quality, hard-bound book. Rolling Readers distributes a newsletter and conducts support meetings for volunteers.
